HELENA, Mont. — A powerful winter storm socked much of Montana with a wave of heavy snowfall on Sunday, with weekend totals climbing to 40 inches in some places, and breaking century-long daily records.

Never mind that it has only just turned to fall”. Gov. Steve Bullock declared a winter emergency as cars skidded off highways, communities lost power and farmers despaired at the damage to crops that were still in the ground.

“It’s a February storm in September,” said Jeff Mow, the superintendent of Glacier National Park in the state’s mountainous northwest. “We’re used to this kind of storm, just not this time of year.”

The snowfall totals were staggering for any time of year: 40 inches in Browning since Friday, and 38 inches in St. Mary.

. Records were tumbling across the state. On Saturday, the National Weather Service recorded snow at the Missoula International Airport. There had not been a trace of snow recorded on any Sept. 28 since 1893.

.. Great Falls was blanketed by 9.7 inches of snow on Saturday, topping a daily snowfall record of 6.1 inches that had been set in 1954. By Sunday afternoon, another 4.8 inches of snow had fallen there.

“We have very wet and heavy snow, which has compacted down, making it look less than 14 inches,” said Thomas Pepe, a meteorologist with the National Weather Service in Great Falls. “But we’re just getting into round two of snowfall — it’s starting to intensify again. It’s pretty bleak out there.”

De Ámsterdam a París, pasando por Nairobi, Atenas, Londres, Milán y Casablanca, los ministros de la Suprema Corte de Justicia de la Nación (SCJN) tomaron 334 vuelos durante el sexenio pasado: un promedio de casi un viaje a la semana.

EMEEQUIS obtuvo vía Transparencia las bitácoras de los ministros, quienes entre 2012 y 2018 gastaron del erario público 5 millones 595 mil pesos en boletos de avión y 2 millones 565 mil en hospedajes, un desembolso que supera los 9 millones de pesos.

Los datos entregados por la Oficialía Mayor del máximo tribunal del país muestra que el vuelo más caro costó 197 mil pesos (Atenas), mientras que el hotelmás oneroso rebasó los 80 mil pesos (Barcelona y Madrid)

Sumados, los gastos en hoteles y aviones equivalen al gasto del programa de desarme de la Ciudad de México o a la compra de vacunas contra el sarampión realizada por el gobierno de Tamaulipas.

La página web de la SCJN reporta la asistencia de los ministros a cursos, seminarios, congresos y conferencias en México y el extranjero, así como su participación en diversos eventos internacionales. También, los reconocimientos y distinciones que han recibido, pero la información viene actualizada hasta 2016.

LOS MÁS VIAJEROS

Los ministros que más volaron con cargo al erario entre 2012 y 2018 fueron Margarita Luna Ramos, con 120 viajes; Jorge Mario Pardo Rebolledo, con 55 y Olga Sánchez Cordero, con 42.

El viaje más caro de la ministra en retiro Luna Ramos –terminó su periodo en febrero de 2019– fue a Atenas, con un gasto de 197 mil 989 pesos; el de Pardo Rebolledo fue a Milán y costó 136 mil 322 pesos, mientras que el de Sánchez Cordero fue a Boston por 55 mil 899 pesos (en marzo de 2015), un precio casi 10 veces mayor al de un vuelo en clase económica cotizado para marzo del año entrante.

La mujer más influyente en el gobierno de López Obrador voló como ministra a Atlanta, Estados Unidos (38 mil 158 pesos); Lima, Perú (33 mil 363 pesos); Bogotá, Colombia (32 mil 392 pesos); San José, Costa Rica (12 mil 246 pesos), entre otros, y se hospedó en hoteles que costaron hasta 17 mil (Lima) y 32 mil pesos (Nueva York).

Sánchez Cordero fue nominada al máximo tribunal del país por el expresidente Ernesto Zedillo en enero de 1995 y su cargo terminó en noviembre de 2015. Posteriormente, fue diputada de la Asamblea Constituyente de la Ciudad de México de 2016 a 2017 y finalmente fue nombrada secretaria de Gobernación por Andrés Manuel López Obrador, en diciembre de 2018.

Desde esta última posición y en vista de la política de austeridad del presidente, la ministra en retiro fue criticada por recibir una pensión de 258 mil pesos mensuales por su servicio en la SCJN que se sumaría a los 107 mil mensuales que recibe en Segob. A finales del año pasado, Sánchez Cordero prometió que donaría ese sueldo.

LUNA RAMOS, DERROCHE POR EL MUNDO

 

De acuerdo con los archivos de la Oficialía Mayor de la Corte, los tres vuelos más caros fueron abordados por la ministra Margarita Luna Ramos: Atenas (197 mil 989 pesos), Ámsterdam-París (164 mil 843 pesos) y Roma (146 mil 24 pesos).

También aterrizó en lugares de África y Oceanía como Sidney, Australia, Susa, Túnez y Casablanca, la ciudad cosmopolita que visitaron los príncipes Harry y Meghan Markle antes de ser padres. Estos viajes con cargo al erario fueron realizados mientras Luna Ramos y el resto de los ministros gozaban de un sueldo de alrededor de medio millón de pesos mensuales.

Aunque fue reconocida por su aportación a favor de los derechos de las mujeres, Luna Ramos ha navegado en la corriente más conservadora en momentos clave para la historia de la Corte.

Cuando el pleno decidía en 2007 si se cometieron graves violaciones a los derechos humanos de la periodista Lydia Cacho, la ministra votó en contra junto con Olga Sánchez Cordero y otros cuatro ministros.

Su voto fue en el mismo sentido cuando se discutió el caso de la Guardería ABC. Luna Ramos exculpó a los directores del Instituto Mexicano del Seguro Social (IMSS), Juan Molinar Horcasitas y Daniel Karam, cuando se debatía en 2010 si estuvieron involucrados en violaciones graves a los derechos humanos.

En enero de 2016, la jueza elaboró un proyecto que permitió que las procuradurías puedan ordenar a una empresa de telefonía que localice en tiempo real cualquier celular sin que un juez lo autorice, mientras la petición esté mínimamente justificada.

El presidente Vicente Fox propuso que la chiapaneca Luna Ramos ocupara un asiento en la Corte en 2004 y así la ministra trazó una carrera marcada por los reconocimientos, como el Doctorado Honoris Causa otorgado por la Universidad Autónoma de San Luis Potosí (2016) y la declaratoria de Hija Predilecta de la Ciudad de San Cristóbal de las Casas, Chiapas (2010).

El especialista en profesiones jurídicas asegura que es difícil encuadrar ideológicamente a los ministros de la SCJN, pues la gran cantidad de casos y sentenciasgenera condiciones para que en ocasiones pasen desapercibidos o logren camuflarse, dependiendo del asunto.

Sin embargo, Garza Onofre considera a Luna Ramos como una ministra conocedora de las reglas y aplicadora del derecho a “rajatabla”. Esto, agrega, no necesariamente la vincula con una posición conservadora, sino con una visión formalista del derecho.

ZALDÍVAR, EL MÁS AUSTERO

Los 120 viajes de Luna Ramos en los pasados seis años contrastan con los apenas 3 vuelos cargados al erario por el ministro Arturo Zaldívar: uno a San José, Costa Rica (14 mil 797 pesos); otro a Guadalajara (6 mil 850) y uno más a Mérida (5 mil 276).

Luego de concluir el periodo de Luis María Aguilar como presidente de la SCJN, de enero 2015 a diciembre 2018, los ministros eligieron a Arturo Zaldívar para ese puesto.

Arturo Zaldívar Lelo de Larrea es ampliamente conocido por su defensa de los derechos humanos durante las discusiones del pleno. Es suyo –por ejemplo– el proyecto de sentencia que permitió la liberación de la francesa Florence Cassez en 2012 y también aquel que determinó en 2013 que tienen rango constitucional las normas contenidas en los tratados internacionales de derechos humanos.

En junio de 2010 llevó a la Corte el caso de la Guardería ABC con el argumento de que el desorden generalizado en las guarderías subrogadas del IMSS era responsabilidad de funcionarios de alto nivel y que por ende ellos también eran responsables por violaciones de los derechos humanos de las víctimas.

Zaldívar, abogado queretano de 59 años, ha publicado libros sobre amparo y derecho procesal. En 2009 fue propuesto a la Corte por el expresidente Felipe Calderón para ocupar el puesto que dejó tras su retiro el ministro Genaro Góngora Pimentel, acusado de tráfico de influencias para encarcelar a la madre de dos de sus hijos.

Garza Onofre considera que Zaldívar es un ministro claramente liberal y que tiene una concepción mucho más amplia del derecho.

White House Knew of Whistle-Blower’s Allegations Soon After Trump’s Call With Ukraine Leader – The New York Times

WASHINGTON — The White House learned that a C.I.A. officer had lodged allegations against President Trump’s dealings with Ukraine even as the officer’s whistle-blower complaint was moving through a process meant to protect him against reprisals, people familiar with the matter said on Thursday.

The officer first shared information about potential abuse of power and a White House cover-up with the C.I.A.’s top lawyer through an anonymous process, some of the people said. The lawyer shared the officer’s concerns with White House and Justice Department officials, following policy. Around the same time, the officer separately filed the whistle-blower complaint.

The revelations provide new insight about how the officer’s allegations moved through the bureaucracy of government. The Trump administration’s handling of the accusations is certain to be scrutinized, particularly by lawmakers weighing the impeachment of the president.

Lawyers for the whistle-blower refused to confirm that he worked for the C.I.A. and said that publishing information about him was dangerous.

Mexican prosecutor sentenced to 20 years in US drug case.

NEW YORK — A former state attorney general from Mexico has been sentenced to 20 years in prison in a U.S. drug-trafficking case.

Edgar Veytia received the sentence on Thursday in federal court in Brooklyn.

The 49-year-old Veytia was once chief law enforcement officer in the Pacific coast state of Nayarit.

Authorities said he was bought off by a violent drug cartel while it smuggled cocaine, heroin and methamphetamine into the U.S. from 2013 until his arrest in 2017.

Veytia told the sentencing judge on Thurday that he made a mistake by taking bribes in exchange for using wiretaps and other law enforcement tools to protect the drug cartel.

Veytia is a dual U.S.-Mexico citizen who lived off and on in San Diego.

Pemex placed 3 billion dollars in 30-year bonds and there was participation of investors from the US, Europe, Asia, South America and the Middle East.

Petróleos Mexicanos (Pemex) concluded on Thursday the placement of debt for 7,500 million dollars in the international market. The bonds, the company said, registered a subscription of 5.1 times.

The total demand for the bonds was 38 billion dollars and the issuance was attended by investors from the United States, Europe, Asia, South America and the Middle East.

The operation, which is part of the debt refinancing strategy announced Wednesday, was divided into three seven, 10 and 30 year bonds.

The national oil company placed 3 billion dollars in 30-year bonds with a yield of 7.7 percent; 3 thousand 250 million dollars in 10-year instruments and 1,250 million dollars in seven-year bonds.

These last two with interests of 6.85 and 6.5 percent, respectively.

Initially, the oil company had told investors that it was looking for between 5 billion and 6 billion dollars before launching the agreement for 7,500 million dollars based on an order book of 37 billion dollars according to people With knowledge of the transaction.

Pemex seeks to attack its debt burden on three fronts. An injection of 5 billion dollars in cash from the government this week will be used to repurchase ten series of bonds due in the next four years, according to a statement on Thursday. "It's good news for Pemex."

While markets have welcomed government support of nearly $ 10 billion this year, including the infusion of $ 5 billion this week, some Pemex observers and credit assessors say it is not enough. The company has a heavy tax burden and requires tens of billions of dollars in investment to reverse almost 15 years of production declines.

"The company needs to invest higher without further affecting its balance sheet in order to stabilize its ratings," says Lucas Aristizábal, an analyst at Fitch Ratings, which in June downgraded the company to trash. "The only way to do this is to retain the cash flow generation, but if you don't want to manage the business differently, the rating will reflect it."

One way in which the rating could stabilize is if Mexico cuts Pemex's large tax contributions in half, says Aristizábal. Additional government funds could also provide some relief. "Our rating incorporates the assumption that the government will intervene again in this way in case the need arises again," he added.

With a debt of 104 thousand 400 million dollars, Pemex is the largest borrower among all the oil companies. Fitch maintains a negative outlook on its garbage rating, and Moody’s, which rates Pemex a level above high performance, lowered its company's outlook to negative also in June.

An important concern is that the Dos Bocas refinery, an 8 billion dollar project that will be managed by Pemex, could distract the company from its main drilling business.

-The Americans have always blamed Iran for sustaining the Yemen conflict and in a delicate region, this attack is very dangerous.

One of the two oil facilities struck in the early hours of Saturday morning was recently described by one industry expert as the the Achilles Heel of the Saudi oil industry.

Its size and production capacity makes it a critical part of the global oil supply industry.

It’s not yet clear how much damage was caused to the two plants or for how long production will be impacted, but the Saudi oil minister confirmed overnight a temporary loss of 5.7 million barrels per day of production because of the attacks.

For context, Saudi Arabia pumped 9.8 million barrels per day in August.

The Abqaiq plant was the target of a failed al Qaeda attack in 2006. Since then it has been heavily fortified but is still vulnerable from the air, especially from drones which can bypass air defence systems.

In terms of the impact on the global market and oil supply: well, short term there may be a problem which will become clear when the markets open on Monday morning.

But longer term the gap will probably be bridged by increasing production elsewhere and by releasing reserves into the market.

The much bigger concern now is the geopolitical fallout and the consequence for regional security.

The US government is in no doubt that the Saudi drone attacks were the work of Iran.

The operation was claimed by the Yemeni Houthi rebel group but they are known to get weapons and technology from their main backer, Iran, who are suspected by other nations to use relatively low-tech ‘attack drones’ as weapons.

With cheap new technologies, small attack or ‘kamikaze’ drones are proving to be disproportionately effective when successful.

Two weeks ago, Israel carried out what they said was a preemptive strike on fighters they said were linked to Iran’s elite Quds Force who were preparing to launch a drone from Syria (where Iran now has a strong foothold) to attack Israel.

US Secretary of State Mike Pompeo said Tehran had launched an “unprecedented attack on the world’s oil supply”, adding that there was “no evidence that the drones were launched from Yemen”.
